I experienced the same problem in game #45915297, during my turn on 12-Dec at 20:55, move #282.

The wrong text should not show up anymore.
The "major issue" is not a bug! I have the confirmation of the author. You indeed have to receive a cube to an emtpy position which you then can transfer with the token.

i understand that this is the game designer's intent. however, the BGA implementation doesn't make that clear and in fact muddies the water as the merchant tooltip only indicates that "The interface will ask you if you want to use the token every time you receive a development cube."

can we get the tooltip for the merchant to additionally remind players that a development cube is only awarded when you deliver to a location with an open development spot ?

"The interface will ask you if you want to use the token every time you receive a development cube. Remember that a development cube is only received when delivering to a location has an EMPTY development spot."

Thanks for the suggestion. The tooltip will be changed as you write in the next update.
