I've started turn-based tables of Fromage set to the full player count of 4. If only 2 or 3 people join the table, with any other game I can start the game before it times out. With Fromage I am not allowed to start the game at less than 4 players without changing the settings, and am not allowed to change the settings once someone has joined the table. Normally I will start a turn-based table after a couple of days even if it isn't full.
