I selected build wall tile with the 2 stone bonus on the wheel.
This unlocked Lvl 1 tech and I chose the 2 points per mine upgrade
Afterwards, in the same turn, I then built the wall which had an upgraded mine bonus, however it did not give me the 2 points een though the mine moved up
