I can place the park facility, and I have a location within a fence for the Triceratop, but there is not any ability to indicate where to place the dinosaur.
It only allows me to indicate where the facility is placed, unless I am missing something.

After I select the square to place the facility, and then press Confirm, it returns this error - "you must choose location for Triceratops"
After selecting the place for the faciliy, I dont see how to select a square for the triceratop.
