Power Grid, previously played, does not show up as an option to select

Power Grid does not have a building tag. RW only copies production of a BUILDING card.

@OP: I'm guessing (without looking into your game) that you did not have any energy production when trying to copy Commercial; and you did not have 2 energy production when trying to copy Capital.

I experienced a similar issue when "Robotic Workforce" could not copy "Cartel" or "Miranda Resort" (both increase income 1 per earth tag). Clicking on Cartel would not activate it. The buttons included many of the cards with production boxes, but several were missing:
* Cartel
* Acquired Company
* Immigration Shuttles
* Cloud Seeding

Clicking on the cards did not activate the actions either.

I'm not sure if this is directly related to the previous bug, so I will also create a new ticket for this and let admins decide if it is the same issue or different.
