When I roll the battle dice on Eowyn's turn, it works well. I could remove Nazgul and do not lose 2 friendly troops either.

But when I roll the battle dice on other character's turn, I couldn't remove Nazgul on the game. (However I could remain my friendly troops wholly)

Is this intentional?

In simillar situation, other character's skill worked well.
Such as [Aragorn's Captain of the west] or [Gandalf's Light and the flame] or [Eomer's Marshal of the mark].
But In Eowyn's case, only half of it works.
