Notabug, the game does not detect it because Prometheus can build before moving so he still has something to do.
So giving up was the good option there, that won't be fixed.

Prometheus can build but not move afterwards.
If he is not obliged to build before his movement, he is obliged to move during his turn. Which is impossible for him in this game - whether he builds before or not.

Replay the game and tell me which square you think Prometheus could move to. Thank you.

It's notabug because the implementation is not computing every possible moves to test whether a full turn is possible or not. So it can detect trivial cases where a worker can't move but this is not a trivial case since it has an alternative, so the game won't detect that and we won't change that. There are many additional cases that we can't detect, thus the "Give up" red button.
