I had the same issue, it was right after I used the sector 8 card (U.E.S. COLLINS 2064-F) that places a charge, and moves a charge. only one appeared on the I win card (U.E.S. ARMSTRONG 6927-D). Then, when I gained my next charge on the I win card, it skipped a place, and allowed me to (rightly) win the game.

I had the same issue too with the Sector 8 card not displaying charges correctly on the I win card at table 248126621

Also it was a 3 player game and it let me win with 4 charges instead of 5

Same visual bug happened to me (table #328200851). I had both the 'You Win' card and the card that lets you place a charge and move a second charge. First charge placed correctly. Second (moved) charge visually disappeared from where I moved it from, but visually did not appear where I placed it (in the second cube spot of the 'You Win' card, so the 'You Win' card still looked like it only had 1 cube). But it was only a visual bug...when I got a third cube on the 'You Win' card, all 3 cubes flashed and I won the game.
