We both agreed to fail the previous iteration of Mission 36, and upon starting again, I was Captain and the game wanted Jarvis to answer "Yes" or "No" to accepting a mission. The same thing happened to us on Mission 24: after agreeing to fail the mission, it restarted (this time with the player to the left of Jarvis being the Commander); it keeps asking us each in turn to answer for Jarvis "do you want to take the task". No matter what we select, it just keeps asking us back and forth.
