Scenario description says, "Mines are laid by the Axis." I emailed the scenario's creator, and he confirmed that this is correct in the Scenario Editor. (This scenario also was used in a tournament in Memoir Online several years ago, and no bugs were reported.)
The scenario treated the Mines instead as if they had been laid by the Allies:
Allied unit moved onto them, and they didn't detonate.
Allied Engineer moved onto them. It didn't automatically remove them, and it was unable to remove them. I got an error message, instead, saying that I couldn't remove them.
Axis unit moved onto them, and they detonated. -

Allied unit moved onto them, and they didn't detonate: Many times, including turn 123 (movement) and turn 62 (taking ground).
Allied Engineer moved onto them. It didn't automatically remove them, and it was unable to remove them: Many times, including turn 6.
The Pacific Theater rulebook on page 10 says, "An Engineer unit that moves onto a Minefield hex and that is eligible to battle must clear the Minefield hex instead of battling."
Axis unit moved onto them, and they detonated: Turn 49 • ما هو متصفحك؟

A similar report was made in another scenario, but the response was that it was not a bug and the player should check with the scenario's creator. boardgamearena.com/bug?id=76180 However, in the present case I have checked with this scenario's creator and confirmed it.
Without a mechanism to verify mines in advance, all SFTF scenarios that employ mines are potentially invalid.
Without a mechanism to verify mines in advance, all SFTF scenarios that employ mines are potentially invalid. --> this not the case, I have checked a lot of them on BGA and there is no issue.
The scenario was also used in a Memoir Online tournament in 2014 without problems.
Here is a turn from one of my DOW game replays where two Japanese units don't trigger their mines: www.daysofwonder.com/memoir44-online/en/battle/?id=39469345#replay:turn=10
In my 8 games at that scenario on DOW, the only Allied units to go onto the mines were Engineers, so I don't have any examples of the mines detonating.
But here is a turn where Marine Engineers move onto the mines without detonating (because they removed the mines, though the tokens still appear in the replay): www.daysofwonder.com/memoir44-online/en/battle/?id=39469714#replay:turn=3
Here is the link in the SFTF database: www.daysofwonder.com/memoir44/en/editor/view/?id=13346
The Scenario Editor Wiki says, <Important note: "Only Allies" means that mines are placed by Allies and will hit Axis. "Only Axis" means that mines are placed by Axis and will hit Allies. "No/Any Side" does not have owner and will hit any side that enters minefield.> (m44sed.daysofwonder.com/)
This confirms that the BGA implementation is contrary to the scenario's specification in the Scenario Editor.
I have tested the scenario you provided and yes there is an inconstency with Memoir44 online, thank you for raising that issue.
This has just been corrected and implemented and will be released very soon.
For the -1 dice flame thrower, I reproduce it, the unit is not recognised as flame thrower unit as it should be but like standard armor, I need more time to investigate why.
The flamethrower tank issue is bug report #81193. boardgamearena.com/bug?id=81193
On that thread, Duncan TMS commented, "The flamethrower tank works when you choose armored elite unit and not armored unit."
Unfortunately, that is not a solution, because nearly 20 years of scenario builders have never needed to use an elite armor unit with the flamethrower badge. In fact, as you undoubtedly know, the only tanks referred to as Elite in Official scenarios are 4 figures. So it appears that flamethrower privileges should be based on the badge. (I look forward to when there are future updates on that thread.)
