Also happened on #388394603 at around step #570. i tried to build two building with water cost of 2 (i had only 3 on hand), and the game only let me build the first one at cost of 2.

It does not affect the Commerce action, but it is supposed to apply the discont. Also it does not apply the discount to Matriarch Zaida ability (and it is supposed to get the discount too).

@PeterParis you are mistaken, it is not supposed to affect Trade with Nomads, nor Matriarch Zaida. It only effects actions during the action phase. It even says so in the tooltip.
