In my copy of the game (German | Pegasus 2017), each round only 3 tiles are drawn and chosen from in a 3-player game. I think it fits the game better than chosing 3 out of 4. I don't know if this is a rule mistake or a German variation, it should be at least an option to play. Thanks.
